Add a docs/gitea-operations.md file to the SmartPark repository.

Include:

The Gitea HTTPS address and a simple diagram of browser → Caddy → private Gitea → persistent SQLite data.
The Gitea image version, deployment file location, data volume, and restart procedure.
The tested HTTPS and firewall results, with dates and redacted evidence.
How to check container status and troubleshoot a failed start.

Use only results we actually verified. Do not include passwords, tokens, private keys, or unredacted logs.

Done when a teammate reviews the linked pull request and the document is merged.
